This aircraft is the US developed version of the Swiss Pilatus PC-9 Advanced Turbo trainer. Beech and Pilatus cooperated on a joint approach for participation in the USAF/USN Joint Primary Aircraft Training System (JPATS) competition. The original Raytheon Beech name for their developed competition entry was simply the Beech Mk II. Their third prototype aircraft was the principal entry for the USAF/USN flight evaluation. The aircraft was selected as the JPATS competition winner in June 1995. Procurement by USAF, USN and Canada. Model type certification by the US FAA in July 1999.

The redesigned aircraft incorporates a Beech/Pratt & Whitney power management system that provides a jet-type linear throttle response for advanced flight training. Propeller is held at a constant 2,000 rpm driven by the single P&W (Canada) PT6A-68 turboprop engine.

About 90% of the original PC-9 aircraft was redesigned for strengthening, improved cockpit ergonomics, better maintainability, increased fuel and pressure refueling, digital avionics and built-in-test diagnostics.

Canadian Forces name is CT-156 Harvard II.
